If you use a videophone, what kind of internet connection do you have?
What is the minimum frame rate *you* need for a clear conversation?

does this minimla level of 10-12 fps apply for webcam or for video-phones only?
(I am trying to find a webcam that can keep up with my signing without blurring)

It should apply to both webcams and videophones.
Most products can easily handle 10-12 fps -- the question is whether or not your internet speed will support it.
I recommend you make sure that your connection provides at least 384 kilobytes per second (kbps)for downloads and uploads.
