How common are circumstances like these?

1. Found at the FCC Electronic Comment Filing System:

MY TELEPHONE NUMBER IS 512-XXX-XXXX. I HAVE A NEW C0MPUTER BUT CAN
ONLY GET DIAL UP SERVICE FROM ATT/SBC. I AM A SINGLE PARENT
RAISING A 10 YEAR OLD SON WHO IS ATTENDING SCHOOL HERE IN LOCKHART.
SINCE MY TYPING AND SPELLING HAS SHORTCOMINGS, I WOULD PREFER TO
USE SIGN LANGUAGE ON VIDEO RELAY. THIS IS IMPOSSIBLE WHEN USING
DIAL UP SERVICE. I HAVE TRIED FOR SOME TIME TO GET SBC TO PROVIDE
DSL TO MY HOME WITHOUT SUCCESS.
I WOULD VERY MUCH APPRECIATE SOME INTERVENTION AND ADVOCACY TO
HELP MYSELF AND OTHER DEAF PERSONS FACED WITH THIS PROBLEM.

Thank u for ur help my internet is slow , I can't affort for internet high speed . cost me 75.00 per month. I can't buy other comp b/c this is very small town and near by fram and country.
