7 Consumer comments on numbering interconnection and interoperability
These ECFS comments speak for themselves. They're meaningful because consumers who take time to file speak for many others who lack the time or know-how to participate in this direct form of communication with the FCC. Industry responses to these comments are said to be imminent.

I've filed many times about requiring interoperability and compatibility of video phones and about removing blockage on Sorenson's VP from access to other providers. Now that you are seriously looking at this issue, please give the deaf and hard of hearing community freedom of access to all Video Relay Service providers with any videophone product and require the use of pseudo phone numbers so that connections can be made via phone numbers instead of IP addresses.

I want to be able to use Relay anytime with anyone, using any Relay
provider, just as two hearing people can call each other regardless
of who is their telephone product/service provider. Please
require interoperability and compatibility across Relay providers.

I believe that all VRS agencies should be accessiable regardless
of whether I am using a d-link videophone or V-100 video phone. I
also believe that hearing callers should be able to choose which
VRS service they wish to contact a deaf person through. This
will allow deaf to be on same equality as hearing.
I also believe that one VRS service should not block calls from in
from a different equipment. Hearing callers who uses sprint
service are able to call their friends who recieve services from
AT & T and not have to do anything special. If I am using a dlink
video phone and I want call a friend who has VP-100, then I
need to use an unquire phone number which is alot of trouble.

I was gratified to learn that the FCC is âactively considering
the issue of blocked access to video relay services (VRS). Please
require interoperability and compatibility across Relay providers at
the earliest possible date. I agree with the National Association of
the Deaf that this rule should be required. See
http://www.nad.org/openrelay for more information.
It is important for deaf people to be able to use Relay anytime with
anyone, using any Relay provider, just as you and I, two hearing
people can call each other regardless of who is their telephone
product/service provider. Imagine if you had to buy separate
equipment just because you used ATT and I used Verizon as our carriers!
Video and IM Relay have become valuable tools for deaf people. The
traditional telephone (including TTY) is not practical for many of
the deaf people I work with as an interpreter. The use of Relay has
made deaf people much more effective and they have become more
productive. However, the value of Relay is limited because not
everyone has access to an individual's Relay product/service. Please
end the exclusion of deaf and hard of hearing people from full
access to telecommunications by requiring open interoperability and
compatibility across Relay providers.
Deaf people accept free Relay equipment and software from
providersânot necessarily because they like a particular
provider the mostâbut because it is freeâand allows them to make
calls I couldnât make before. While they appreciate the free
equipment and software, they want to be able to make and receive
Relay calls from anybody without any restrictions from Relay providers.
I am a hearing interpreter who paid almost $200 for a D-link video
phone and it is disheartening that people who own the Sorenson
systems or other systems can't reach me without my giving them an ip
address, which is always changing. What a nuisance! Imagine if your
phone number kept changing!!!!! That's what deaf people are subject
to with the current lack of interoperability!
I look forward to the FCC acting quickly to implement rules ending
blocking and requiring interoperability.

Video Relay has become a valuable tool for me both on a
professional and personal level. I have seen how this has had a
tremendous impact on the deaf consumers I work with who cannot use
the traditional TTY due to language struggles. It has enpowered
them, enhanced their independence a step further and it has
increased their self-esteem. It has definitely helped me in my
work-communication with other hearing professionals is much easier
and smoother when using video relay. I do feel it is important for
us to be able to use any relay provider-just like hearing people
can call anyone no matter which phone service/provider they use.
Thank you for taking the time to read my message
