Second: this “technology” is so simple that the set up costs are practically none existent. Even training the employees would hardly add anything to this set-up.
Also, Chicago’s ABC affiliate has a signing anchor? Does she have a normal segment, lifestyle tips for the deaf and hard of hearing? If so, that’s kinda awesome.
